Arizona Starts Up LTC Partnership Plan

The state of Arizona is inviting long term care insurers to submit policies for certification under its new Long Term Care Partnership program.

The program, authorized by the federal Deficit Reduction Act of 2005 and enacted last year, coordinates state Medicaid benefits with approved private LTC insurance coverage.

Arizona’s Partnership program follows guidelines established by the National Association of Insurance Commissioners, Kansas City, Mo. The NAIC Partnership model lets holders of qualified policies who exhaust their benefits keep personal assets equal to their LTC benefits when they apply for Medicaid nursing home benefits.

To be certified for use in the Partnership program, policies must include a number of consumer safeguards, such as inflation protection for policyholders under age 76.
