Advocates of consumer-driven health care once promised to free patients from provide networks, but most CDHP programs still on the market now offer networks.

About 97% of health savings account programs and health reimbursement arrangement programs incorporate preferred provider organization networks, according to the American Association of Preferred Provider Organizations, Louisville, Ky.

The number of U.S. residents in health account plans increased to 18 million in 2008, up 44% from the 2007 total, the AAPPO reports in a health account plan market review.

The percentage of employers who told researchers in 2008 that they were "very likely" to offer a health account plan in 2009 was 14% for all employers. The "very likely to offer" rate was 14% at small employers, 25% at large employers, and 45% at very large employers.
