The Council for Affordable Health Insurance and the American Legislative Exchange Council have created the “2009 State Legislators’ Guide to Health Insurance Solutions.”

The guide explains the challenges facing public and private U.S. health insurance programs and discusses the pros and cons of proposed solutions, according to CAHI, Alexandria, Va., and ALEC, Washington.

The guide includes a glossary that defines terms such as “young invincibles” and “third-party administrator.”
