Evolution Benefits Inc. has developed a system for using a single debit card to tap both health savings accounts and flexible spending accounts.

Evolution, Avon, Conn., the parent of the Bennny Card system, says the system can help employers and employees comply with Internal Revenue Service requirements that HSA holders use FSAs only to cover dental and vision expenses until they have met their deductibles.

Before HSA holders meet their deductibles, they can use HSA funds to pay out-of-pocket health care costs.

Once HSA holders meet their deductibles, they can use FSA funds to pay medical bills and pharmacy bills, Evolution says.

The Benny system normally prevents employees from using cards in ways that break plan rules.

The new Benny system feature lets a plan administrator quickly set cards to let HSA holders who have met their deductibles use the cards to pay medical bills and pharmacy bills, Evolution says.
