This week in personnel announcements and new hires, Joann Needleman was named to the Consumer Financial Protection Bureau’s consumer protection advisory board; Rear Admiral Steve Branham, USCG (Ret.) has joined 3ethos; and Dave Rau was chosen to lead the trust tax group at U.S. Bank Wealth Management.
Also, Antonia Apps is joining Milbank, and AssetMark brought in Jerry Chafkin as chief investment officer.
Needleman Named to Advisory Board at CFPB
Joann Needleman, president of the National Association of Retail Collection Attorneys, has been appointed to the consumer protection advisory board of the CFPB. The board’s purpose, according to the Dodd-Frank Act, is to “advise and consult with the Bureau in the exercise of its functions under the federal consumer financial laws” and “provide information on emerging practices in the consumer financial products or services industry, including regional trends, concerns, and other relevant information.”
Needleman is vice president of Maurice & Needleman, P.C., where she is the managing attorney of the firm’s Philadelphia office. She is a member of the American Bar Association and the Pennsylvania Bar Association and is a past president of the Pennsylvania Creditors’ Bar Association.
Branham Joins 3ethos
Rear Admiral Steve Branham, USCG (Ret.) has joined the ranks of 3ethos as a cofounder and executive vice president. He will work with Don Trone, 3ethos’ founder and CEO, to deliver the leadership training programs for elite financial advisors, which are being conducted at West Point, NY. In addition, he will be assisting with the development and promulgation of professional standards which integrate the three metrics–leadership, stewardship and governance.
Branham retired from the U.S. Coast Guard after a 37-year career that included command of the Seventh Coast Guard District; serving as the “CFO” of the Coast Guard and as the commanding officer of four Coast Guard cutters.
Rau to Head Trust Tax Group at U.S. Bank Wealth Management
Dave Rau has been chosen to head the trust tax group at U.S. Bank Wealth Management.
Rau began his career at First Wisconsin Trust Co. and has worked in positions of increasing responsibility during his career. For the past 17 years, he has managed U.S. Bank’s wealth management tax services in the Madison and Milwaukee markets.
Apps Joins Milbank
Milbank, Tweed, Hadley & McCloy has announced that Antonia Apps is joining the firm as a partner in its global litigation department. She starts on Sept. 22.
Apps joins from the U.S. Attorney’s Office for the Southern District of New York, criminal division, where she was a member of the securities and commodities fraud task force. Prior to joining the U.S. Attorney’s Office in 2007, she had an established trial practice. For six years before joining the government, she was a partner in the Washington litigation and appellate firm Kellogg, Huber, Hansen, Todd, Evans & Figel. Earlier in her career, she was an associate at Kellogg Huber and at Fried Frank Harris Shriver & Jacobson.
AssetMark Adds Chafkin as CIO
AssetMark Inc. has announced the addition of Jerry Chafkin as chief investment officer. He will report to Charles Goldman, CEO. With Chafkin’s addition, Mike Abelson, formerly head of investment and product management, has taken on a new role as EVP, corporate development.
Chafkin has over 25 years’ experience in investment management, most recently as a portfolio manager and CEO at AlphaSimplex Group in Cambridge, Massachusetts. Prior to that, he was CEO at IXIS Asset Management in Boston. He spent nearly a decade at Charles Schwab in a range of leadership roles, including CEO of the asset management division and EVP responsible for developing and guiding the firm’s proprietary advice solutions and offerings. Chafkin also held a variety of senior positions at Bankers Trust Co.
