After weeks of inflammatory rhetoric that was dismissed as domestic pandering, North Korea has started to take action as opposed to flapping its gums. The closing of the Kaesong Industrial Complex —  the only semblance of any commercial relationship between the two Koreas — the North has moved a missile and the Obama administration has developed a “playbook” to deal with the situation.
