Iowa Scraps Rebating Guidance

Hawkeye State insurance regulators are going to throw out their new anti-rebating rules and come up with new rules.

The division has announced the decision in a follow up to Iowa Bulletin 08-11, which came out in June.

Interested parties have been having trouble deciding which practices are really rebating and which should be described as advertising or support for charitable activities, Iowa officials write in the follow up.

Iowa Insurance Commissioner Susan Voss has decided to respond by rescinding the rebates bulletin and working to prepare a new bulletin.

Voss hopes to complete the new guidelines by Aug. 29, officials write.

Earlier this month, Iowa officials noted that they were suspending enforcement of Bulletin 08-11 to permit insurers and producers to give away novelty items, such as keychains, at the Iowa State Fair.
