Health Net Adds TriCare Executive

A West Coast managed care company has brought back a longtime company veteran.

Health Net Inc., Los Angeles, says it has hired Steve Tough to be president of its Health Net Federal Services L.L.C. unit, which manages health care for military veterans and participants in the TriCare program, which provides health coverage for military personnel and military dependents who live away from military health care facilities.

Another Health Net executive, Jim Woys, president of Health Net’s government and specialty services division, has been running the Health Net Federal Services unit. Woys now will focus more on corporate issues such as health care management, Health Net says.

Tough has been running his own health care consulting firm since 1998. Before that, he spent 8 years as president of the Health Net government and specialty services group, Health Net says.

Tough has a bachelor’s degree in health and safety studies from California State University, Sacramento, and a master’s degree in public health from the University of Michigan.
