With Congressional approval ratings at an all-time low of 11 percent, both parties remain dug in with President Obama refusing to negotiate as long as there were budget negotiations tied to the debt ceiling issue and Speaker Boehner refusing to allow a vote on a clean, continued resolution to fund the government. Meanwhile, Harry Reid could unveil a measure to fund the government beyond Oct. 17 although many were dubious about its viability.
