Rep. Michael Burgess, R-Texas, a former OB/GYN, in an effort to "give a voice to the voiceless," has stated that a new bill, The Pain-Capable Unborn Child Protection Act, is a step in the right direction but that he would like to see the magic number brought down from 20 weeks to 15 or 16 as he has seen a baby experience pleasure through sonograms at that age and that would indicate they can also experience pain.
