According to the Treasury Inspector General for Tax Administration, tax provisions in PPACA represent the largest set of tax law changes the IRS has had to implement in more than 20 years. That means the IRS is critical for a smooth rollout of the law. But thanks to the service's inappropriate targeting of Tea Party groups, Republicans are hoping the scandal will let them slow-walk the law's implementation.
