Max Baucus's (D-Mont.) devastating remarks about the Patient Protection and Affordable Care Act implementation being a "train wreck," the president has admitted that there will be some obstacles at the beginning. Characteristically, Republican-controlled states received much of the blame for stymieing a seamless implementation.
