When President Obama's budget is finally made public Wednesday, all of the rumors and conjecture circulating Washington will be cleared up. One of the rumors is that in an effort to win bipartisan support, Obama is ready to augment the manner in which Medicare recipients pay for their care. Is it possible to curb health care costs by digging up the catastrophic coverage Congress enacted in 1988 but repealed in 1989?
