Reducing loopholes in the tax code seems to be the one element of reform most people can agree on. Too bad it's a dumb move, says one economist. Getting rid of popular tax breaks, like those offered on employee benefits, mortgage interest and capital gains, is not only undesirable, but also, in many cases, politically impossible.
