Democrats have said they can cut Medicare spending by $400 billion without touching benefits. But it looks as if phasing in a higher eligibility age, hiking up Part B premiums and increasing Medigap cost-sharing requirements don't count as "touching benefits." (Except, of course, in a non-technical, real-world kind of way….)
