California Insurance Commissioner Steve Poizner has appointed Rick Plein as deputy commissioner of the Department of Insurance's enforcement branch.
Plein, who had been bureau chief of the department's fraud division, will replace retiring deputy commissioner Dale Banda. He was hired as an investigator for the fraud division in 1992.
