Westover previously was head of CIGNA's health and vision unit. He also has served as a special assistant who helped the governor of Utah run the 2002 Winter Olympics and as chief financial officer of WellPoint Health Networks Inc., Thousand Oaks, Calif.
CIGNA HealthCare is a unit of CIGNA Corp., Philadelphia.
