The Financial Industry Regulatory Authority has barred a former rep with PFS Financial and LPL Financial for failing to produce information and documents related to accessing accounts of multiple former PFS customers while she was associated with LPL.
According to FINRA's order, Jennifer H. Ceterko first became registered with FINRA in 2013 as an investment company and variable contracts products representative, or IR, through an association with PFS Investments Inc.
Between June 2013 and December 2022, Ceterko was registered as an IR with PFS Financial. Between April 2014 and December 2022, she was also registered with FINRA as an investment company and variable contracts products principal, or IP, through an association with PFS.
Between December 2022 and January 2025, Ceterko was registered with FINRA as an IR and IP with LPL Financial LLC in Wayne, New Jersey, according to her BrokerCheck profile.
On Jan. 22, 2025, LPL filed a Form U5 stating that Ceterko had been discharged because she “[a]ccessed outside investment accounts using the login credentials of her former clients and participated in account activity in those outside accounts, in violation of Firm policy,” the order states.
"Ceterko refused to provide documents and information requested by FINRA pursuant to FINRA Rule 8210 in connection with a FINRA investigation into undisclosed outside business activities, undisclosed private securities transactions, and whether she accessed the accounts of multiple of her former PFS customers while she was associated with LPL," the order states.
On Sept. 4, in connection with an investigation into the allegations in the Form U5 filed by LPL, FINRA sent a request to Ceterko to produce information and documents pursuant to FINRA Rule 8210.
On Sept. 5, in connection with the investigation, FINRA sent Ceterko a request for on-the-record testimony pursuant to FINRA Rule 8210.
She refused to provide documents and information or appear for on-the-record testimony.
