Members of the House passed H.R. 1, the One Big Beautiful Bill tax and budget package, shortly before 7 a.m. today by a mostly party-line vote.
All Democrats voted opposed the bill, and most Republicans who voted supported it.
Two Republicans voted against the bill, and one voted present.
The bill extends provisions of the 2017 tax overhaul known as the Tax Cuts and Jobs Act, including the higher estate and gift tax exemption level.
It also includes 14 provisions that would make health reimbursement arrangements and health savings accounts more flexible.
One would let people who shut down flexible spending arrangements roll some of the unused FSA value into an HSA.
House members began debating the package around 11 p.m. Wednesday, shortly after the House Rules Committee cleared the package for action on the House floor.
The Rules Committee rejected many proposed amendments with party-line votes, but it did adopt a 42-page manager's amendment offered by House Budget Chairman Jodey Arrington, R-Texas.
The manager's amendment did not appear to affect the estate tax or health account provisions in the package.
House leaders now must try to iron out differences between their bill and the Senate tax and budget bill and create a version that can pass in both chambers.
House Speaker Mike Johnson said he hopes the final package will get through Congress by July 4.
