Although it will technically not be a filibuster, the grandstanding and self-serving Sen. Ted Cruz, R-Texas, has vowed to "speak as long as he can stand" before a vote on Wednesday on a House resolution that includes language to defund the Patient Protection and Affordable Care Act. Cruz's speech is not a filibuster because it will not delay the vote.
