Larry Summers withdrew his name as a possible successor to Ben Bernanke as Fed chairman because he wasn't going to get the votes from Democrats, which meant President Obama would have to get the votes from Republicans – while they are engaged in budget negotiations. Janet Yellen now stands a very good shot at taking over the reins, which will mean less taper and that the Fed will keep rates lower longer.
