The D.C. Health Benefits Exchange, the Patient Protection and Affordable Care Act mandated health insurance marketplace for the District of Columbia gave out $6.4 million to 35 groups within in the district to help enroll citizens in the exchange. One of those groups was the consistently controversial Planned Parenthood.
