New changes are coming in 2013 that will raise costs for consumers who use tax-advantaged health savings accounts and flexible spending accounts. This year, FSA accounts will be capped at $2,500, which will cover what many consumers spend on health, but not those who are suffering with any kind of expensive, chronic illness. For the heaviest users of FSAs, rising rates and spending caps their costs in 2014 are likely to eat into the value FSAs deliver, per dollar.
