WASHINGTON BUREAU — Steve Larsen is moving to the Centers for Medicare & Medicaid Services (CMS) to become head of the Office of Consumer Information and Insurance Oversight (OCIIO).

Larsen is a former Maryland insurance commissioner and Angoff is a former Missouri insurance commissioner.

Sebelius announced the appointments today.

At CMS, Larsen will serve under Principal Deputy Administrator Marilyn Tavenner, Medicare's deputy administrator.

HHS also is changing the name of the OCIIO to the Center of Consumer Information and Insurance Oversight.

As a senior advisor, "Angoff will focus on major cross-cutting health insurance coverage and cost issues, including working with states and federal agencies, such as the Department of Justice and the [Federal Trade Commission], to promote policies that foster robust competition," Sebelius says in an internal announcement. "Jay has wide-ranging experience on health insurance issues as the former Missouri Insurance Commissioner and as a lawyer practicing antitrust and insurance law."

CMS first talked about Angoff's reassignment and the decision to move the OCIIO into the Centers of Medicare and Medicaid Jan. 6.

Sources say Larsen may be the head of the renamed Affordable Care Act implementation office because Sen. Barbara Mikulski, D-Md., a key proponent of the act, is a senior member of the Senate Health, Education, Labor and Pension Committee and the Senate Appropriations Committee. Mikulski may play a key role in protecting the Affordable Care Act and the implementation office against Republican de-funding efforts.
