Massachusetts regulators say they may reject "unreasonable" small group health insurance rate increases requested by Blue Cross and Blue Shield of Massachusetts.
The Massachusetts Office of Consumer Affairs and Business Regulation has adopted an emergency regulation that requires Mass. Blue, Boston, to notify it of small group rate increases or rating factor changes at least 30 days before the effective dates.
The insurance commissioner can reject increases and rating factor changes if they are unreasonable or excessive, officials say.
Mass. Blue can ask the commissioner to reverse a disapproval, and it can ask a court to vacate the commissioner's decision, officials say.
