Empire Blue Cross Blue Shield has agreed to adopt a system that New York Attorney General Andrew Cuomo has developed for regulating health insurers’ doctor quality guides.

Empire, New York, a unit of WellPoint Inc., Indianapolis, has become the third insurer to agree to adopt the model.

The other adopters are the health insurance arm of CIGNA Corp., Philadelphia, and Aetna Inc., Hartford.

Empire, which provides or administers health coverage for 5 million New York residents, has agreed to make quality program information available to doctors and consumers, and to pay an independent “ratings examiner” to oversee compliance and report to the attorney general’s office every 6 months.
