Managers of Colorado's public health insurance exchange are getting ready to prepare agents and brokers for the next individual major medical open enrollment period, in spite of uncertainty about how that market will work.

Connect for Health Colorado will start offering recertification training for the open enrollment period for 2018 July 1, according to a document included in an exchange board meeting packet.

One early sign of how stable the exchange will come when managers see how many agents and brokers are getting recertified, and how many are getting certified for the first time.

The standard open enrollment period for 2018 is now scheduled to start Nov. 1 and run through Dec. 15.

The Affordable Care Act public exchange system came to life in October 2013, with the first coverage sold taking effect in January 2014.

For the fourth annual period, for 2017 coverage, Connect for Health Colorado trained 883 returning producers and 134 new producers.

The exchange also trained 188 workers affiliated with web-based brokers, 401 insurance carrier sales representatives, 129 service center customer service representatives, 303 certified application counselors, and 108 health coverage guides.

To get certified, new producers need to go through a background check and complete 12 hours of coursework and quizzes.

To get recertified, producers have to get through six hours of coursework and quizzes.

About 145,000 Colorado residents were paying for health coverage purchased through Connect for Health Colorado in May.

Paid enrollment has been a little higher than the exchange board's current 138,000-lives exchange enrollment goal since May 2016.
